I did notice that but there's an advanced method you can use for bump mapping in the QC that will not be dependant on the material file.
De-compiling Jessica won't give an accurate QC so the only way...

Wasn't the file itself, I was using a System IO in memory to get a handle on the file, so it can be downloaded in-stream from the server.
Found a bug in my code and corrected...

Don't use the direction extensions with your skybox material names.

In your example above skyday_01_05bk is the named material for one of the vertical sides and will not work.
