The .bsp files are compiled, which is why you can't edit them in Hammer. You could make your very own background from scratch though, if maps compiled with the current HL2 SDK will run in SiN:E.

No, you won't have to redownload the game after following Michaels instructions, the .gcf file (which contains all game files) will still be on your harddrive, but the folder containing core files...

I think it's either supposed to change reflecting your progress, or just at random after you've beat the game (that's how HL2 works).

You can't edit the .gcf. But if you want to override any files present in the .gcf, just create the appropriate directory structure in your SE1 directory and drop the files there. Any files present...
