There is no such law. Such a law is unconstitutional, as it implies that game makers -must- rate their games (and freedom of speech also guarantees the right to not say anything, which includes rating games).

The only thing that prevents AO games from being made are retailers like WalMart and such who won't carry the games on their shelves. Other, smaller retailers, like Hastings, will. But not enough to encourage game makers to make games rated AO.
