For a lot of current games this is true - levels swap back and forth through most of the development cycle. For Episode 1, however, the maps largely stayed with one designer throughout the development cycle.
Castle was responsible for the very excellent se1_Finale01 map (the final boss battle, with the CRAZY secret [img]/forums/images/graemlins/smile.gif[/img] ).
