Default Overlapping Water Shaders

I have a map where the player will see two surfaces, one over the other, both taged with a water shader. The shader works fine on the first surface, but freaks out on the surface below it. (It's trying to do a transparency on both surfaces)

I'm using the eden/wa_blue1_smooth shader on both surfaces.
